FIELD: physics.

SUBSTANCE: invention involves periodic repetition of a sequence of frames of a selected plot with a violation, which is the behaviour of a target violator over a selected time interval in comparison with movement of the rest of the traffic. Forced switching to the periodic view mode of the video plot is carried out while the operator stops one still frame of the video plot for more detailed view of components at a fixed recording time. The measuring device includes: a radar measuring module (1); a first video camera (2) having a first long-focus lens (3) which form a first television channel; a second video camera (4) having a second long-focus lens (5), which form a second television channel. The measuring device also includes an information processing unit (6) (microprocessor) with a firmware module timer (10), a display unit (7) (e.g., a liquid crystal display), a memory unit (8) and a control unit (9), which provide automatic reversible slow motion when viewing the recorded video plot, while limiting its stoppage time. The possibility of setting up speed and frequency of video recording, the size of the reversible plot and duration of the video plot enables optimum selection of the required hardware resources of the device and increases reliability of measurements.

EFFECT: high reliability of selecting a target violator and accuracy of measurement results.
