SUBSTANCE: base station receives measurements of technical characteristics and location data from a mobile device; the base station stores, based on the location data, at least part of the received measurements in at least one virtual geographic cell of the storage array, each virtual geographic cell corresponding to a different geographical region within a cell served by the base station; the base station aggregates at least part of the measurements stored in each virtual geographic cell into one or more location-based measurements of technical characteristics, and the base station transmits at least part of the location-based measurements of technical characteristics to a network manager.
EFFECT: broader functional capabilities owing to automation of data collection.
