SUBSTANCE: disclosed is a video encoding and decoding method for altered time compression based on fragmented links and not full reference images. In a typical video frame sequence, only portions (i.e. mosaic element) of each frame includes moving objects. Furthermore, in each frame, moving objects are inherently enclosed in specific regions which are common for all frames in the video frame sequence. Such common regions of movement are identified and images are extracted from the identified regions of video frames. Since these images can only display portions of frames, these images are named "fragments", and when compensating for movement, in order to generate predicted frames, these fragments and not the whole frame are used as reference images.
EFFECT: high efficiency of encoding video.
