SUBSTANCE: radio network controller (RNC) sends a request message for a radio line installation, and a processing device receives this message. The processing device sends to the RNC a message of response of the radio line installation, including information about shift of a frame and a signal element, and the RNC receives this message. In particular, shift of the frame and the signal element is sent to the message of response of the radio line installation RNSAP (after shifting a service subsystem of a radio network with participation of user equipment in it). A new service RNC will then switch on random shift of a frame into a message of request to the radio line installation RNSAP.

EFFECT: unit B of eHSPA will ignore random frame shift and will switch on proper shift of a frame into a message of response of a radio line installation RNSAP.
