FIELD: power industry.
SUBSTANCE: plant includes an energy converter, an annular pontoon equipped with a system of vertical turning blades and connected by means of flexible tie-rods to an energy converter hub, which is installed on an additional pontoon. The annular pontoon is arranged with possibility of being turned about an additional pontoon. The plant includes mainly two similar assemblies, each of which includes annular and additional pontoons, equipped with vertical turning blades and an energy converter. Rotation directions of annular pontoons are opposite. Additional pontoons are rigidly fixed by means of a stiff beam. The plant includes displacement housings rigidly fixed on a line passing through a central point of the stiff beam, mainly at equal distances from it.
EFFECT: reduction of power losses at operation, compensation of rotor rotation moment, possibility of manoeuvring without using any additional devices.
