SUBSTANCE: first base station sends (602) to the second base station a request to switch the second cell condition from the out of observation mode into the observation mode and sends (603) to user equipment or the second base station for execution of alarm between user equipment and the second base station for quality measurement. The first base station receives (604) information that handover is possible on the basis of measurement of quality of executed alarm. The first base station sends (605) to the second base station a request for preparation of user equipment handover from the first cell to the second cell, and additionally (606) to user equipment a command to do handover to the second cell.
EFFECT: possibility for a network element to be in the mode with low power consumption for a long time.
