SUBSTANCE: invention relates to mobile communication. A cell and carrier frequency may be configured as a component carrier and at least two component carriers are aggregated for communication between user equipment and a source base station. The aggregated component carriers comprise a primary component carrier and at least one secondary component carrier. At the source base station, a first carrier frequency to be configured as a primary component carrier is selected. At the target base station, a second carrier frequency to be configured as a secondary component carrier for communication with the target base station after handover is selected.

EFFECT: reduced load on a source base station during handover of user equipment for use in a wireless access network having multiple carrier frequencies and multiple cells.
