SUBSTANCE: system frequency band used for mobile communication in a first system has an unfixed width not greater than the width of the standard frequency band. System frequency band used for mobile communication in a second system has an unfixed width not greater than that of a potential frequency band which is already not a frequency band whose width is a multiple of the width of the standard frequency band. Said base station generates a control signal for the first system and a control signal for the second system, performs orthogonal multiplexing of said signals and includes a resultant signal in the downlink signal to be transmitted. A plurality of zones (P, Q, R, S), having width equal to the width of the standard frequency band are selected in the frequency band of the potential system. The control signal for the first system is situated in one of the zones (Q). The control signal for the second system is situated in one or more zones (P, Q, R, S).
EFFECT: providing compatibility when multiple old and new mobile communication systems exist.
