FIELD: information technology.

SUBSTANCE: disclosed is a method of transcoding a video signal generated from an input binary data stream, representing video signal frames. Each frame is formed from pixel units and there is a corresponding data unit in the input binary data stream for each pixel unit. The method comprises steps of: identifying the frame type for the binary data stream in a video signal frame; and the determined frame types, ignoring a substantially equal proportion of data with respect to a plurality of units in a frame, which takes into account local motor activity in a frame, in which the input binary data stream is representative for non-zero conversion coefficients of video signal frames and in which ignored data constitute a proportion of non-zero conversion coefficients for all units within a frame, in which the proportion of conversion coefficients is defined by changing the coefficient α, in which there are N non-zero conversion coefficients within a unit of a received frame, and M in a unit of the transmitted video stream and in which M=αN.

EFFECT: improved transcoding efficiency and reduced distortions.
