SUBSTANCE: invention is related to computer engineering, particularly to data processing devices, and can be used in designing automation equipment and functional units of control systems. The device comprises three-state buffers with non-inverting and inverting enable inputs, n bits of an input binary number, (k+1) bits of an output binary code (k=[log2n] floor), wherein the three-state buffers are combined into a pyramid structure consisting of (m-1) steps (m=]log2n[ceiling) and an output unit containing k three-state buffers with an inverting enable input and k three-state buffers with a non-inverting enable input, wherein each i-th step (i=1,…, (m-1)) contains 2i-1 three-state buffers with an inverting enable input and 2i-1 three-state buffers with a non-inverting enable input.
EFFECT: simple device owing to use of same-type elements, a regular structure and links, easy increase of capacity of input information.
