The device also includes a coding information extraction means that receives information of forecast mode of the current unit from bit stream. The device also includes an image data decoder that determines a unit arranged together with the current unit out of the number of the first unit arranged together with the current unit in the preceding frame as to time, and the second unit arranged together with the current unit in the next frame as to time, in order to obtain predicting candidates of movement vector of the current unit based on the received information of the forecast mode.
EFFECT: improving accuracy of forecast and coding of a movement vector.
