SUBSTANCE: invention describes image decoding device. Device for decoding image comprises: predictor, which determines when mode is inter-prediction, candidates of motion vector predictor among motion vectors of adjacent units and determines current unit motion vector predictor candidates of motion vector predictor; and unit for restoring motion vector, which receives current unit motion vector based on motion vector predictor and vector difference, at that adjacent units contain at least one first and second unit, wherein first unit is located on left side of left unit among lower blocks, adjacent to left side of current unit, first unit is located below lowest unit among left units adjacent to left side of current block, and second unit is located on upper side of first unit.
EFFECT: technical result is efficient decoding of image.
