SUBSTANCE: invention relates to movement vector decoding. The device for movement vector decoding is offered, which contains: a predictor which determines candidates of movement vector predictor among movement vectors of neighbouring blocks adjacent to the current block, and the movement vector predictor of the current block among candidates of the movement vector predictor when the information of the mode of prediction of the current block indicates that the mode of prediction of the current module of prediction is a prediction with inter-coding; and the block of movement vector recovery which gets the movement vector of the current block on the basis of the movement vector predictor and the vector of difference between the movement vector of the current block and the movement vector predictor of the current block, while the adjacent blocks contain the first block outside of the current block located on the lower left side of the current block.
