SUBSTANCE: invention relates to cellular communication. A power controller is presented, which supports connection to a certain cellular network node, and at least one user device that supports connection to that node. The power controller comprises: signal/noise ratio (SIR) calculation facility, supporting determination of maximum target SIR for every user device. This maximum SIR can be used to limit maximum transmission power of at least one user device. Determination of maximum SIR for each user device is carried out either directly or indirectly based on the number of user devices in the corresponding cell.

EFFECT: increase of cell bandwidth for some users, along with higher maximum connection speed.
