SUBSTANCE: method of controlling user data transmission speed in an upstream communication line consists in notification of base radio station and mobile station of effective period of absolute representation channel from the radio network controller. The channel contains an absolute value of user data transmission speed in an upstream communication line. Then a user data transmission speed in an upstream communication line using absolute representation channel for each time identifier of the radio network is transmitted from base radio station to mobile station. Then user data transmission speed in an upstream communication line during the notified effective period is set in the mobile station. The value of data transmission speed is based on absolute value of user data transmission speed in an upstream communication line, received from the base radio station via absolute representation channel for each time identifier of the radio network.

EFFECT: increase of data transmission effectiveness in upstream communication line and increase of downstream communication line bandwidth.
