SUBSTANCE: according to this invention, transmission rate control method involves the steps at which UE mobile station is informed by RNC radio network controller of the template of user data transmission rate increase in ascending communication line when the connection is established via user data channel to UE mobile station in order to transmit user data channel to UE mobile station in order to transmit user data via ascending communication line according to the increase template, when receiving RGCH relative transmission rate control channel from Node B base radio station in order to specify that user data transmission rate via ascending communication line must be increased.

EFFECT: invention allows flexible compromise control between carrying capacity of radio network and quality of radio transmission by changing the incremental step of user data transmission rate via ascending communication line according to overload of ascending communication line or type of user data via ascending communication line.
