SUBSTANCE: device comprises a rotary clamping device with an elongated holder, an elongated flat blade with an elongated cutting edge parallel to the plane of the blade mounted on the holder and projecting from it, and a device for heat sealing mounted on the holder at the opposite sides of the blade. And the holder is mounted on a support capable of rotating around the rotation axis, and the plane of the blade is inclined to the axis of rotation. In the method manufacturing the packages a flattened sleeve of the packaging film is used, a part of the flattened sleeve is placed between the rotary clamping device and the plate, and the clamping device has an elongated flat blade with an elongated cutting edge parallel to the plane of the blade. Then the clamping device is rotated around the axis of rotation, at that the plane of the blade is inclined to the axis of rotation, and the part of the flattened sleeve is cut between the clamping device and the support surface of the plate. The blade and the plate are mutually arranged so that in rotation of the blade, its cutting edge progressively touches its support surface and the point of contact between them is moved in the longitudinal direction along the cutting edge.
