SUBSTANCE: method of phlegmatizing comprises preparing a 1.5-3.5% aqueous phlegmatizing emulsion by stirring with water of the phlegmatizer in the presence of hide glue, making the suspension of powder in a reactor with a stirrer, adding the resulting phlegmatizing emulsion into the powder suspension, treatment the suspension of powder with the phlegmatizing emulsion. The powder comprises 20-38 wt % nitro-glycerine. The powder is treated by single input of the emulsion containing 1.0-2.0 wt % hide glue in relation to water at a temperature of 70-90°C for 60-120 min. The phlegmatiser is used as the mixture of dinitrotoluol-α,ω-dimetacryl-(bis- triethylene glycol)phthalate(MGF-9) or centralite 1-MGF-9 in the ration of (20-40):(80-60).

EFFECT: wider parameters of varying depth of the phlegmatized zone while maintaining stability in the double-base spherical powders with high content of nitro-glycerine.
