FIELD: radio engineering, communication.

SUBSTANCE: base of geocoded data on stations of divisions of emergency services with corresponding dynamic characteristics for the required territory is created in advance. graphic chart of street and road network for the required territory with additional off-road and pedestrian communications is created in advance. Area and location of the point of current emergency situation (ES) is determined on an electronic map. Categories of emergency services that shall be involved in elimination of ES consequences are chosen as per the main parameters of current ES and as per criteria. Automatically, locations of divisions of the chosen categories of emergency services, which are the closest to the point of current ES, are chosen from the data base with the specified radius of search zone. Parameters for calculation of access routes to the point of current ES are set on-line. All routes and their characteristics are calculated simultaneously as per the graphic chart of street and road network from all the chosen locations of the nearest divisions of emergency services to the point of current ES. All the locations of the chosen divisions of emergency services and all the plotted access routes to the points of current ES are displayed on the electronic terrain map of ES area. There is a possibility of visualisation of the calculated characteristics for each route and dynamic characteristics of each chosen division of the emergency service. Multimedia copies of the mobilisation map are formed both for the whole area of current ES and separately for each plotted route. Multimedia copies of the mobilisation map are transmitted to the subdivisions of emergency services, which are involved in elimination of consequences of the current ES.

EFFECT: operating composition of mobilisation maps that can be effectively used at elimination of ES consequences.
