SUBSTANCE: system includes emergency situation data processing unit (1) connected to automated workstation (2) of an operator. Automated workstation (2) of the operator is connected to mobilisation map composition unit (7), unit (9) for composition of multimedia copies of mobilisation maps and to unit (10) for transmission of multimedia maps to divisions of emergency services via connected communication channels. Mobilisation map composition unit (7) is connected to unit (8) for control of content of the divisions of emergency services, to routing unit (6) and to data base (4) of electronic terrain maps. Unit (8) for control of content of the subdivisions of emergency services is related to data base (3) of the subdivisions of emergency services and connected to the subdivisions of emergency services via communication channels. Routing unit (6) is related to geodata navigation base (5).
