SUBSTANCE: invention relates to video signal processing. Invention describes video encoding process. This process comprises the step whereat data bits are extracted from data flow on maximum size of encoding unit and separation data indicating if current depth encoding unit is separated to lower depth encoding depth. Besides, hierarchy structure units are encoded on the basis of separation data, said hierarchy structure including encoding units, not to be further separated from encoding units, isolated from maximum unit of encoding. Encoding units of said hierarchy structure are decoded in said maximum unit of encoding. Note here that said maximum unit of encoding is hierarchy-separated to encoding units with depths including at least one of current depth and lower depth in compliance with separation data.

EFFECT: efficient video decoding.
