SUBSTANCE: disclosed is a video decoding device. The device comprises a receiver configured to extract from a received bit stream information on the maximum size of a coding unit and division information indicating whether the coding unit of the current depth is divided into coding units of a lower depth. The device comprises a decoder configured to determine, based on the division information, coding units of a hierarchical structure comprising the coding units which are no longer divided from the coding units divided from the maximum coding unit, and decode the coding units of the said hierarchical structure in the maximum coding unit. An image is divided into a plurality of the maximum coding units using information on the maximum size of the coding unit.
EFFECT: efficient video decoding with high resolution due to the use of a hierarchical coding unit having a different size.
