SUBSTANCE: invention relates to wireless communication. A measurement report presentation method involves reception of a list of PLMN ID identifiers of a ground mobile network of common use and an CSG ID identifier of a closed subscriber group of the adjacent honeycomb and presentation of the measurement report to the node of the initial access network; with that, if ID of the current servicing PLMN is contained in PLMN ID list, and global CSG ID that includes ID of the current servicing PLMN and CSG ID is contained in an CSG white list of the end device, then, the measurement report contains ID of the current servicing PLMN and CSG ID.
EFFECT: improvement of a success ratio of transmission of subscriber service of the end device.
