The device for controlling the streaming of video data in a mobile communication operator network, located in an IP packet network, consisting of a transit network and a backbone network and which includes at least one user device, at least one base station, at least one gateway and at least one content server, comprises at least one control device installed on the transit network between the base station and the gateway, which is configured to receive and forward all IP packets passing between the base station and the gateway, and comprising interconnected proxy unit, caching unit, scheduler, transcoding unit, and network interfaces.
EFFECT: reduced load on the transit network of the mobile segment of a network, as well a high network operating speed.
