SUBSTANCE: invention relates to video data encoding and decoding techniques. Disclosed is a method of determining merge candidate blocks for video signal decoding. The method includes a step of determining whether a spatial merge candidate block has not been decoded. Further, the method includes determining, based on parallel merge level information, whether the current prediction unit and the spatial merge candidate block are located in the same motion estimation region (MER).
EFFECT: reducing computational complexity requirements by obtaining a merge candidate block via parallel processing.
