FIELD: physics.
SUBSTANCE: invention relates to decoding a video signal based on a merge candidate block. Technical result is achieved by forming a merge candidate block list for the current prediction block by using a merge candidate block from the number of spatial neighbouring blocks for the current prediction unit, performing inter-frame prediction of the current prediction block based on the candidate fusion list, wherein the spatial neighbouring blocks include at least one of neighbouring blocks adjacent to the current prediction unit, wherein neighbouring block include at least one of a number of a left neighbouring block, an upper neighbouring block, a top right neighbouring block, a lower left neighbouring block and an upper left neighbouring block, and if the motion estimation area size (MER) is 8 × 8 and encoding unit size is 8 × 8, then at least one of adjacent blocks is replaced by replacement unit located outside MER.
EFFECT: technical result consists in improvement of efficiency of decoding video signal based on merge candidate block.
