SUBSTANCE: invention relates to decoding a video signal based on a merge candidate block. Technical result is achieved by determining whether a spatial merge candidate block for fusion has previously been decoded, determining, based on level parallel merging information, whether current prediction block and spatial merge candidate block in same motion estimation area (MER), if the spatial merge candidate block is decoded before and is not in the same MER as the current prediction block, determining that the spatial merge candidate block is an available merge candidate block for interframe prediction of the prediction block, determining information on movement on an available merge candidate block for merging, wherein movement information comprises movement vector information and/or reference image information, generating a merge candidate block list for the current prediction block, wherein the merge candidate block list comprises an available merge candidate block.
EFFECT: technical result consists in improvement of efficiency of decoding video signal based on merge candidate block.
