SUBSTANCE: invention relates to the computer equipment. Disclosed is a method of decoding a video signal using a merge candidate block, comprising: determining whether the spatial merge candidate block has already been decoded for merging; determining, based on the level of parallel merging information, whether the current prediction unit and the spatial merge candidate block are in the same motion estimation region (MER); determining spatial merge candidate block as available merge candidate block for interframe prediction of current prediction block, if the spatial merge candidate block is already decoded and is not in the same MER as the current prediction unit; obtaining movement information from an available merge candidate block, wherein the motion information comprises at least one of: motion vector information or reference image information; forming a merge candidate block list for the current prediction block, wherein the merge candidate block list includes an available merge candidate block; and performing interframe prediction of current prediction block based on merge candidate block list.
EFFECT: technical result consists in reducing computational complexity.
