SUBSTANCE: invention relates to video signal decoding. Technical result is achieved by obtaining a related reference index for identifying a linked image having a temporary merge candidate block for a current block, determining an associated image based on the associated reference index, obtaining information relating to motion prediction on the merge candidate time block in the associated image, generation of a list of motion candidate vectors containing a temporary merge candidate block, performing interframe prediction of the current block based on the generated list of motion candidate vectors.

EFFECT: technical result consists in improvement of efficiency of decoding video signal based on merge candidate block.
