SUBSTANCE: invention can be used for decoding video signal. Method comprises obtaining a spatial prediction motion vector of a current block using a motion vector of a spatially adjacent block adjacent to a current block; obtaining an associated reference index from an input bit stream, wherein the associated reference index is reported to identify an associated image relating to the current block; determining an associated image based on the associated reference index; obtaining a temporal prediction motion vector of the current block by scaling the motion vector of the associated block in the associated image; generating a candidate motion vectors list including a spatial prediction motion vector and a temporal prediction motion vector; obtaining a prediction block by performing inter-frame prediction for the current block based on the generated candidate motion vectors list; and restoring the current block using the prediction unit and the residual block corresponding to the prediction unit.
EFFECT: technical result is reduced amount of memory required during decoding.
