Specified result is achieved due to the fact that the measuring device has a rectangular high-frequency pulse generator, receiving and transmitting antennas, phase detector, switch, two mixers, local oscillator and phase incursion indicator, connected to each other in a certain manner.

EFFECT: technical result consists in the increased accuracy of object speed measuring by measuring the phase incursion.
