SUBSTANCE: technological line includes reservoir, containing toxic wastes, connected by system of their supply into plasma-thermal reactor, provided with system for supply of cooling water, plasmotrone, interacting with compressor, centrifugal bubbling apparatus, and air-exhauster. Reservoir for wastes is made with possibility of stratification of wastes into organic sludge and water-salt potassium fluoride solution, with system for supply of wastes being provided with Diesel fuel reservoir and accumulation reservoir. Plasmotrone has three pneumatic nozzles for spraying organic admixtures and is provided with water cooler and water circulation pump, with centrifugal bubbling apparatus being provided with additional cooling system, which includes water sedimentation tank, drip pan, smoke exhauster and reservoir for preparation of lime milk, with reservoir for wastes additionally being provided with mixer, connected with hopper-batcher and gerotor mortar pump.

EFFECT: conversion of toxic wastes into low-toxic concrete blocks for construction purposes.
