FIELD: physics.

SUBSTANCE: moving image decoding device contains a decoding block to decode information that represents the predicted motion vector (PMV) to be selected from the list of candidates for the PMV, together with the motion vector difference; a block for generating the PMV candidates to obtain a plurality of the PMV candidates and creating a list of the PMV candidates; a block for removing the redundant PMV candidates having the same values of vectors from the list of the PMV candidates while maintaining at least one candidate; a block for selecting the PMV based on information representing the decoded PMV to be selected; and a block for calculating a motion vector by summing the selected PMV and the motion vector difference, wherein the block for removing the redundant PMV candidates determines, whether the value of the vector being the first PMV candidate predicted from the first decoded blocks adjacent in space, and the value of the vector, which is the second PMV candidate predicted based on the second decoded blocks adjacent in space, and removes the second PMV candidate having the same value of the vector from the list of the PMV candidates.

EFFECT: increase in the efficiency of image decoding.
