SUBSTANCE: invention relates to technologies for encoding / decoding video images. Moving image decoding device is proposed which decodes a bitstream, obtained as a result of encoding a moving image using interframe prediction based on the interframe prediction information of the candidate for merger in units of blocks, obtained as a result of the separation of each frame of a moving image. Apparatus comprises a prediction information decoding unit that decodes information, indicating a pre-determined number of candidates for merger. Apparatus also comprises a predictive information retrieval unit that extracts candidates for merger from the interframe prediction information for a prediction unit, adjacent to the prediction unit which is a decoding object, or for a prediction block located in a position, coinciding with the position of the prediction block which is a decoding object.

EFFECT: technical result is an improving the effectiveness of encoding / decoding moving images.
