SUBSTANCE: invention relates to the computer equipment. Video data decoding device comprises: dequantizer configured to dequantize the encoded video data values array by the dequantization parameter application to each data value so, that to generate the dequantized data corresponding values; inverse frequency conversion unit configured to apply the inverse frequency conversion to the dequantized data values; and the determination unit, configured to determine whether the “conversion skipping” mode is applicable to the encoded video data values array; wherein during the determining by the determination unit that the “conversion skipping” mode to the encoded video data values array is not applicable, determination unit is configured to control the dequantizer for the dequantization parameters application, which can be different for the different data values in the encoded data values array according to the each data value position in the array, and the inverse frequency conversion unit control for the inverse frequency conversion application to the dequantized data values.
EFFECT: technical result consists in improvement of the image quality.
