SUBSTANCE: invention relates to encoding video data. Video data encoding apparatus is operable to encode an array of input video data values comprises: a differential pulse code modulation (DPCM) coder configured to apply a differential pulse code modulation operation to the array of input video data values to generate an array of DPCM data values; a quantiser operable to quantise data derived from the DPCM data values; a rate-distortion-optimised quantisation controller configured to control the selection of a rounding operation by the quantiser from two or more candidate rounding operations; and a data reordering unit configured to apply a reordering operation to an array of data input to or output from the DPCM coder; wherein the selected rounding operation assigns a scanning order, relative to the array of DPCM data values, so that for each DPCM data value in scanning order, the DPCM data value does not depend on the previous DPCM data value in scanning order.
EFFECT: technical result is improving the efficiency of coding video data.
