SUBSTANCE: invention relates to production of composite compositions for producing road construction materials and specifically to a method of producing sulphur-bitumen binder. Method of producing sulphur-bitumen binder by combination of modified sulphur and bitumen as bitumen is residual or oxidised bitumen, modification of sulphur is carried out by heating a mixture of molten sulphur with sulphuric acid with ratio of, respectively, wt%: (95-98):(2-5) at a temperature of 180-200 °C for 10-15 minutes, then modified sulphur is combined with residual or oxidised bitumen, heated to temperature of 180-200 °C and mixed with a residue of secondary process of processing oil - catalytic cracking or viscosity breaking, containing olefins, with subsequent stirring at a temperature of 180-200 °C for 60 minutes at a ratio of modified sulphur: bitumen: residue of secondary processes, wt%: (8-10):(70-85):(5-20). EFFECT: technical result is recycling hard to produce products, produced when cleaning gases, and residues of secondary processes of processing oil-catalytic cracking and viscosity breaking.
