Method includes configuring, using at least one processor, type 14 of system information block (SIB) by means of extended access barring (EAB) configuration information according to RAN overload state. Method includes broadcasting, using at least one processor, type 14 of SIB. Receiving, using at least one processor from user equipment (UE), a request to establish a radio resource control (RRC) connection. Rejecting, using at least one processor, a request for establishment of a RRC connection based on RAN overload state.

EFFECT: technical result is reducing probability of overload of radio access network and core network.
