SUBSTANCE: invention relates to mobile communication. Mobile transceiver (10) comprises means for receiving (12) radio signals from two or more basic stations transceivers with sensitivity of reception, determining possibility to decode data from radio signal of one of two or more basic stations transceivers, receiving radio signals from other of two or more transceivers of basic stations. Mobile transceiver comprises information providing means (14) on sensitivity of reception to corresponding transceiver (200) of base station. Transceiver (20) of base station comprises receiving facility (22) of information on sensitivity relative to sensitivity of receiver and information determining means (24) on configuration relative to measurement configuration for mobile transceiver (100), which includes information on measurement of signal quality in mobile transceiver (100) relative to radio signals received from other base station transceiver, and displacement signal quality measurement information based on information on sensitivity.

EFFECT: higher efficiency of managing radio resources.
