SUBSTANCE: invention relates to mobile communication networks. A first base station having a first cell coverage area comprises: a means of acquiring data relating to at least one signal characteristic transmitted by a second base station, having a second cell coverage area, which is different from and overlaps with the first cell coverage area of the first base station; a means of determining a cell selection offset value for the first or second base station using the acquired data and a means of transmitting the determined cell selection offset value to a user device within the first cell coverage area of the first base station.

EFFECT: improved cell offset mechanism between a first base station and a neighbouring base station, having an overlapping cell (coverage area) with the first base station.
