SUBSTANCE: present invention relates to a method of encoding and decoding video. Video decoding device, using said method of deriving a temporal predictive motion vector, comprises a prediction module, configured to determine related unit in a related image based on whether a boundary of target prediction unit adjoins boundary of largest code unit (LCU), deriving a temporal predictive motion vector of a target prediction unit by using a motion vector of determined related unit.

EFFECT: technical result is reducing amount of required memory and reduced amount of corresponding computer resources.
