SUBSTANCE: video encoding device is provided, in which each frame of the video image is divided into the first blocks of the predetermined size, which are then divided into one or more second blocks, and the video is encoded in the units of blocks. The quantization parameter calculating unit calculates the quantization parameter of the second block. The output unit of the predicted quantization parameters outputs the predicted quantization parameter of the second block using the third quantization parameter block that adjoins the second block to the left and the fourth block that adjoins the second block from above. The block generating the difference parameters of quantization generates a differential quantization parameter of the second block from the difference between the quantization parameter of the second block and the predicted quantization parameter. The generation unit of the first bitstream encodes the difference quantization parameter of the second block.
EFFECT: providing technology, providing improved coding efficiency by reducing the size of the quantization parameter code.
