SUBSTANCE: invention relates to video encoding/decoding. Disclosed is a method of encoding video. Method includes a step, of determining state information, that identifies which pictures from a video sequence are available for use as reference pictures for current picture. Then, syntax elements are set, which represent said state information, including setting identifying information for a long-term reference picture ("LTRP"), wherein identifying information for LTRP is a value of picture order count least significant bits ("POC LSBs") for LTRB for current picture. Method includes removal of syntax elements as a part of bit stream for further use in encoding.
EFFECT: high efficiency of encoding/decoding video owing to making decisions on which reference pictures are no longer used for links.
