SUBSTANCE: invention relates to a method of video signal decoding. Disclosed is a video decoding method, comprising: obtaining residual coefficients relating to a current block; obtaining the inverse quantisation residual coefficients by performing inverse quantisation of the residual coefficients; determining the skipping mode of the transformation associated with the current block from the number of possible skipping transform based on the skip mode index indicating the skipping mode relating to the current block, wherein possible omissions include at least one mode from a two-dimensional conversion mode, a horizontal conversion mode, a vertical conversion mode and a non-conversion mode, and the number or type of possible conversions are different from each other; obtaining residual samples from inverse quantisation residual coefficients of current block based on determined thus skip conversion mode; and obtaining reconstituted samples of current block using residual samples and prediction samples corresponding to residual samples, wherein if the thus determined skip mode is a two-dimensional conversion mode, residual samples of the current block are obtained by performing inverse transformation of the residual quantisation residual coefficients.

EFFECT: technical result is high efficiency of converting and compressing video information.
