SUBSTANCE: invention relates to a method of video signal decoding. Disclosed is a video signal decoding method, comprising: obtaining residual coefficients relating to a current block; obtaining the inverse quantisation residual coefficients by performing inverse quantisation of the residual coefficients; determining the skipping mode of the transformation associated with the current block from the number of possible skipping transformation modes based on the skipping mode index indicating the skipping mode relating to the current block, wherein possible conversions include at least one mode from a two-dimensional conversion mode, a horizontal conversion mode, a vertical conversion mode, and a non-conversion mode, and the number or type of possible skips of the conversion are different from each other in accordance with the size of the current block or the shape of the current block; and obtaining residual samples from inverse quantisation residual coefficients of current block based on determined thus skipping conversion mode; wherein, if the thus determined skipping conversion mode is a two-dimensional conversion mode, residual samples of the current block are obtained by performing inverse transformation of the residual coefficients of the current block which have been through inversed quantisation.
EFFECT: technical result is high efficiency of converting and compressing video information.
