SUBSTANCE: invention relates to method and device for converting signal when encoding and decoding video data. Disclosed is a video decoding method, which includes: obtaining video signal residual coefficients related to current block; obtaining transmitted reverse quantisation residual coefficients by performing inverse quantisation residual coefficients; performed on basis of conversion skipped mode index, indicating mode with conversion, which corresponds to current block, determination of mode with conversion, which corresponds to current block; obtaining based on certain so mode with transformation residual samples of transmitted reverse quantisation residual coefficients of current unit. Mode of skipping conversion includes: a two-dimensional transformation mode, a horizontal transformation mode, a vertical transformation mode or a non-conversion mode, wherein it is determined based on size of current block or shape of current block.
EFFECT: high efficiency of conversion and compression of video information.
