SUBSTANCE: device contains a dielectric housing inside which is placed an external cylindrical electrode connected to a periodic voltage generator and an internal grounded extended electrode. In this case, the dielectric body is configured to supply gas along an internal grounded extended electrode, and the inner grounded extended electrode is made in the form of a helix of heat-resistant wire of 0.1-0.3 mm. In the claimed method, the plasma activation of the polished surfaces of dielectrics is carried out at atmospheric pressure and they are brought into contact, the plasma activation of dielectric surfaces being carried out by a cold plasma jet for 2-3 seconds.

EFFECT: increasing the uniformity of the parameters of the plasma jet being formed and improving the quality of the optical contact.
