SUBSTANCE: present invention relates to a coding technology for moving images. Image encoding device encodes a moving image using interframe prediction based on the information about the interframe prediction of a merge candidate in units of blocks and contains: a prediction information encoding unit that encodes information indicative of a predetermined number of merge candidates; a prediction information extraction unit that extracts candidates for a merge from the inter prediction information; block create a list of candidates, which creates a list of candidates for the merger of the extracted candidates for the merger; the first block of replenishment of the number of candidates; the second block of replenishment of the number of candidates; and a merge candidate selection unit that selects one merge candidate from the merge candidates in the list of merge candidates with the number of merge candidates that reached the specified number of merge candidates.
EFFECT: technical result consists in increasing the coding efficiency of moving images.
