Additionally, the device comprises a switching unit, the first and the second spectral processing unit, a cross-correlation calculating unit, a dielectric permittivity calculating unit, a computing unit, wherein the main input of the switching unit is connected to the output of the mixer, and the control input is connected to the second output of the frequency modulator, the first inputs of the cross-correlation calculating unit and the dielectric permittivity calculating unit are connected to the first output of the switching unit through the first spectral processing unit, the second inputs of these units are connected to the second output of the switching unit through the second spectral processing unit, the outputs of the dielectric permittivity calculating unit and the cross-correlation calculating unit are connected to the computing unit.
