SUBSTANCE: method is accomplished by virtue of the frequency measure evaluation of every received picture area where the frequency measure determines the ratio of pixels quantity which have only two transitions between "0" and "1" (first group) to other pixels quantity of this group (second group). On the basis of the every pixel neighborhood examination by way of the integral estimation where by the every pixel neighborhood examination is meant the examination of eight neighboring pixels values by way of the comparison between them and the central pixel value which is taken as the threshold value. Along with this, pixels, which have value larger than central pixel, assume a value "1", those with smaller than central pixel value, assume a value "0". And by the integral estimation is meant the usage of the integral pictures from the binary masks of pixels affiliation with one of the two groups.

EFFECT: extension of the streaming video data preprocessing toolset.
